Before approving a proposal, the funders should check the following Are all the sections (chapters) of the proposal included in this proposal? (As listed on the guidelines). Are the beneficiaries identified? Are they the lowest income group of the community? Are many women included as beneficiaries? Has the whole community (not only some leaders) agreed this is the highest priority (ie the first choice) for a community project? Have many women participated in the decision and design of this project? Is the whole community input identified? Is it at least half the total cost of the project? Are the physical details complete? (Amounts, diagrams, designs, sizes). Are the phases identified? (The time needed to complete each stage of the project). Are the costs of each phase identified? Is the executive committee identified? Do its members include community leaders, not just civil servants? Is a bank account opened yet for the project?
