CMP Uganda's Objectives

The following objectives are quoted from the CMP Uganda ProDoc (Project Document), the official agreement signed in 1992 by the Government of Uganda, the United Nations Development Programme (UNDP) and Habitat (UNCHS), UN Centre for Human Settlements.  There are three classes of objectives, Development objectives, intermediate objectives and immediate objectives.  The outputs are based on the immediate objectives. For the half year reports, the immediate objectives were used to measure actual outputs against desired outputs.

Development Objectives:
  1. To strengthen the capacity of Local Authorities and low-income communities and their organizations to develop and manage needed facilities, services and housing improvements;
  2. To contribute to improving the environmental health and living conditions of people of low-income communities in rural and urban areas;
  3. To improve the position of women in decision making and management within local communities, local authorities and public administration;
  4. To reduce the environmental contamination and degradation in the rural and urban settlements; and
  5. To strengthen the enabling approach within the framework of the UN Global Shelter Strategy.

Intermediate Objectives:
  1. To strengthen local community management and operation of facilities, services and housing improvements in the selected rural and urban settlements; 
  2. To strengthen relevant organizations and institutions, i.e. District Administrations, District Local Councils, Urban Municipality, County and sub-County administrations, NGOs, CBOs, etc. in developing policies and strategies enabling effective community participation in provision, operation and maintenance of facilities and services;
  3. To ensure the participation of women and youths in all community activities and to improve the management by women in the implementation of projects in the Districts and selected Parishes; and
  4. To ensure development and integration of small-scale enterprises in project activities in support of socio-economic development of the settlements..

Immediate Objectives:
  1. To support community members, especially women, in their efforts of taking active part in planning, implementation and maintenance of the provision of community facilities, services and housing improvements in their Settlements and thereby creating movements/organizations responding to their needs in an effort of democratizing the development process in low-income settlements;
  2. To involve women in the formulation and implementation of community improvement programmes as planners and physical builders of community facilities, services and housing improvements generating income for them, as educators of children and adults regarding environmental awareness and protection, and as managers of community facilities and services;
  3. To establish a number of community facilities, services and housing improvements in the above mentioned rural and urban settlements selected for the project activities; 
  4. To develop and implement an effective and sustainable management and maintenance system for community facilities and services; 
  5. To support the process in the government and other relevant public organizations in re-orienting their roles and interventions from being the providers of community facilities and services to being facilitators of community action programmes (enabling strategy);
  6. To formulate a viable and replicable policy and strategy for community management in securing services and facilities for low-income communities;  and
  7. To establish information, monitoring and evaluation systems for use by planning, implementing and financing agencies, CBOs, and NGOs related to the above objectives.
