The Community Development Programme (CDP) is a programme aimed at strengthening community capacity for sustainable human development. A programme in the United Nations Centre for Human Settlements (UNCHS) Habitat, CDP has been in operation for nearly fifteen years and over that period had produced over 250 publications. CDP is aware of the importance of documenting the learning that emerged from its work with partners. This has included building partnerships, providing practical management and technical skills and providing opportunities for collaboration with other actors in the human settlements sector. CDP has also provided education to public authorities about the importance of community participation and has assisted governments to formulate policies that place end-users of local development at the centre of the planning processes. This catalogue was therefore prepared to document and disseminate the experiences of Community Development Programme and its partners.

This contributes to contemporary debates on partnerships
between people’s organizations and public authorities designed to improve
low-income settlements and democratize urban governance. Based on
a one-day, high-level policy meeting organised by UNCHS (Habitat) Community
Development Programme, together with UNICEF, the Ford Foundation, the New
York Commission on Housing, and the Pratt Institute, the publication consolidates
case study presentations, thematic discussions, and subsequent analysis.
The cases contained in the publication include: economic development
initiatives in the South Bronx section of New York City; opportunities
for popular/public collaboration brought about by decentralisation of government
administration in Ghana; cooperation among youth gangs, community organizations,
governments, and NGOs in San Jose, Costa Rica; and the establishment of
-- integration councils -- in Fortaleza, Brazil. The publication
summarises the results of debates meeting organisers generated when they
posed critical questions about the case studies to a panel of distinguished
activists, practitioners and policy makers. It also includes a synthesis
of key issues raised about partnerships. These include questions
about how popular organizations, governments and NGOs can overcome political
differences; how national policy frameworks enable or obstruct such collaboration;
and how various popular, public and non-governmental actors can use binding
contracts to hold one another accountable to commitments made through partnership.

Partnerships, Co-management and Sustainability: Lessons
from Costa Rica, Ecuador, Ghana and Uganda
This publication assesses partnerships popular organizations
and public authorities use collectively to improve the living and working
conditions of human settlements. The study is based on investigations
in Africa and Latin America prepared by four national research teams together
with corresponding national project staff of the Community Development
Programme (CDP). It documents the range, variation, purpose
and scope of partnerships as well as the historical, political and social
factors that impact on their quality and character. In addition to
country case studies, the publication provides a historical comparative
analysis which contrasts partnerships as practised by CDP in the four countries.
The study argues that state/society relations, political patronage, the
strength of popular movements, and the form of decentralisation greatly
impact on partnerships. The publication concludes that in order for
partnerships to become operational and meaningful, both popular and public
actors must have the capacity to participate. Further, they must
have appropriate attitudes and expectations, and agreed upon mechanisms
to plan, finance and manage settlements improvements collectively.

This summarises 21 reports of the UNCHS (Habitat)/ISS
Evaluation Research (1995-1998) on the Community Development Programme
(CDP) and conducted by the Institute of Social Studies (ISS).
The study examines the evolution and practical effectiveness of the concepts
as practised by the CDP over ten years in Bolivia, Costa Rica, Ecuador,
Ghana, Sri Lanka, Uganda and Zambia. The pamphlet presents how community
management and government enablement as practised by CDP have generated
assets, increased access to basic services, and improved collaboration
between people's organizations and public authorities. It also outlines
recommendations for local governments to strengthen public management norms
and practices to reduce poverty. The report includes an analysis of the
implications of the research findings for UNCHS (Habitat).
It outlines how CDP can contribute to the Centre’s vision statement,
normative standards, operational strategies, work programme, and global
campaign on urban governance. Information on the research design and methodology

Training Strategies for Community Management in Africa:
Lessons from Ghana, Uganda and Zambia
This examines the strategies that underlie training activities
undertaken by community organizations, local government training institutes,
local authorities in select countries of Sub Saharan African.
What is the purpose of training? Efficiency or empowerment?
Who is trained? Who trains? Who finances training? How sustainable
(socially, financially, politically) is training? The publication
address these and related questions by presenting country case studies
of the activities of the Community Development Programme in Ghana, Uganda
and Zambia. Prepared by separate teams of national researchers, each
study presents actual training strategies used to strengthen the capacity
of people’s organizations to manage settlement improvements. The
publication then compares and contrasts the experiences of the three countries.
It concludes that activists, practitioners and policy makers must have
strategies for training if they hope to advance community management.
They must come to terms with the purpose, financing, and level of intervention
of training if they seek to build capacity in the long-run.1999 70pp
UNCHS (Habitat)/ISS Evaluation Research: Research Design
and Instruments
This publication is a consolidated version of the 21
reports of the UNCHS (Habitat) poverty research project (1995-1998)
on community management and government enablement, tailored for scholars.
It presents the methods and instruments used to undertake research commissioned
by the Community Development Programmed (CDP) and conducted by the
Institute of Social Studies (ISS) together with national research
teams. The publication outlines the conceptual framework used to
organise, collect, process and interpret data obtained from the research
teams based in the seven countries where CDP has been operational from
1988-1996. This includes a research frame designed to organise the
concepts of the study -- community participation, community management,
and government enablement -- into a set of aspects and corresponding indicators.
The publication includes guidelines used by national researchers to examine
how CDP's use of the concepts evolved over time, and how these were translated
into practices and project activities. Subsequent sections are the guidelines
and actual survey instruments used to collect data from households, community
leaders, and public officials. The publication concludes with a summary
of the procedures used for processing data, comparison and interpretation.

Participatory Assessment, Planning and Policy:
CERCA: Facilitating a Regional and Inclusive Consulting
Process
This describes the role and strategic plan of CERCA in
Central America and it’s objectives as a community development project
of Habitat. It explains how regional programmes and national actions
were jointly formulated, executed and monitored through CERCA’s organisational
strategy. It also discusses initiatives such as the rational and
efficient use of human and financial resources in housing and human settlements

Building Central American Cities in the Face of the
Twenty-First Century
This brings together the Central American contributions
to the Habitat II City Summit. It has three documents, each presenting
the position of one of the three Central American organisations involved
in human settlements development that have participated: The Central American
Council of Housing and Human Settlements (CCVAH); The Federation of Municipalities
of the Central American Isthmus (FEMICA); The Continental Front of Community
Organisations (FCOC). The first section of each document presents
the preparation process leading up to Habitat II (Istanbul, 1996 June).
The second section consists of written contributions specific to each of

An agreement signed, in December 1996, by Central American
organisations representing the three main sectors involved in the development
of Human Settlements. Its purpose is to draw out the lines of actions for
the establishment of the Central American Facility Centre for Sustainable

This declaration was signed by representatives of:
the Central American Council of Housing and Human Settlements (CCVAH),

in the IV regional forum of CERCA's associates, held in Montelimar, Nicaragua,

This outlines the systemisation of a participatory learning
process on the use of the Internet as a medium that facilitates communication

experiences from the AElectronic Communication for Local Development Actors@
workshop carried out in six countries of Central America, between January
and May 1998. Participants in the workshop consisted of community-based
organisations, municipal associations of the different countries, as well
as governmental and non-governmental entities involved with development.

Adolescence, Rights of Children and the Urban Poor
in Costa Rica
This book addresses the characteristics of recent urbanisation
and social disintegration processes, the increase of poverty, in Costa
Rica, and its repercussions on the rights of children and adolescent populations.
Section I discusses various conditions affecting to juvenile population,
including education, work, sexuality and justice. Section II is describes
projects, proposals and experiences. It includes two brief articles showing

Es un documento de carácter teórico-analítico elaborado
con insumos de una investigación realizada en el marco de la consultoría
de Análisis comunitario realizada para el PROFAC entre 1992 y 1994. El

El presente informe contiene los resultados de la segunda
fase del estudio acerca de la aplicación de los conceptos de participación
y gestión comunitaria y de gobierno facilitador. Esta segunda
parte ha constituido basicamente en el analisis de la información recogida
directamente en el trabajo de campo, con lo se complementa lo realizado
en la primera fase, que se baso en la información documental producida
por el proyecto nacional. M'as que una evaluación de los conceptos menciónados
o del proyecto en su totalidad, el estudio se ha orientado a conocer las
caracteristicas de la ejecución del proyecto en tres comunidades de un
igual numero de ciudades ecuatorianas. Fundamentalmente, se ha considerado
conveniente trabajar en dos niveles: en primer lugar, en el de una
visi'on global de las condiciónes sociales, economicas y organizativas

Marco Conceptual de la Autogestión Comunitaria para
el desarrollo final
Informe final de la investigación nacional. En este
resumen se intenta ofrecer una vision global, breve, simplificada e integrada
de los aspectos conceptuales basicos que fundamentan la estrategia por
el Proyecto de Autogestión Comunitaria que se realiza en Ecuador.
No es un an'alisis exhaustivo y en profundidad de cada uno de los
elementos que forman parte de la estrategia, sino solo lo esencial para
lograr esta vision global.Parte de un intento por responder a un problema:
la pobreza, para ello se asumen ciertos principios que fundamentan la acción
y que en definitiva apuntan hacia la busqueda de un desarrollo humano sustentable
a partir de una estrategia central; la autogestión comunitaria,
la que a su vez puede ser desagregada en diversas otras estrategias especificas,
como la construcción de capacidades, fortalecer el tejido social, promover
el desarrollo economico a escala humana y dotar de poder a la comunidad.
Por su parte, cada una de estas ultimas, tambien son objeto de una desagregación

Community Based Human Settlements Development in Namibia
Namibia has experience in participatory human settlements
improvements, which vary in terms of success and challenges. The common
pattern of approach to human settlements is demonstrated in the Namibian
context in the past and to a lesser extent still in housing developments
which are currently under way. The government, local authorities
and housing developers, however, have tended to make the decisions for
low-income people; plan, install the services and build what they regard
as being needed. Before Independence, decisions about the urban low
income housing process were taken by the authorities, parastatals and private
sector institutions without consultation. The majority of people
had no opportunity to participate in the process of housing. The
systems in place did not encourage self-help housing initiatives.
The tendency has continued well after Independence and to this day little
consultation occurs with people when development plans are prepared in
the urban development process. The direct involvement of beneficiaries,
particularly women, is recognised in the project planning and implementation
to ensure sustainability. An example of such a programme is the "Building
Together Programme." 1997. 50pp.
Community Based Human Settlements Development in Zambia
This is a collaborative effort of various stakeholders,
individual actors, research and training institutions, the NGOs and
CBOs and representatives of target communities in a highly participatory
manner. The report gives a descriptive profile of work done in Zambia
in the field of participatory approaches to human settlements development
for low income groups. It examines policy issues, practical programmes
and strategies developed and used over time focusing on the low-income
groups. Research activities and the development of innovative strategies
in participatory approaches to human settlements development for the low-income
groups are also examined. The report analyses the UNCHS (Habitat)
Training Programme (CPTP) and the extent to which capacities have
been built through the training of local government staff, community leaders
and target groups in community participation and management; and how effective
community participation has been applied as a strategy for human settlements

Country Profile Report on Community Based Human Settlements
Development in Kenya
This discusses participatory ap-proaches to human settlements
development issues in Kenya. It looks at the historical development
of par-ticipatory human settlements, high-lighting policies and programmes,
partnerships, capacity building, research and development. An implemen-tation
strategy is proposed, with a view to designing appropriate interven-tions
to respond to urban challenges and promote appropriate intervention in
sustainable participatory human settlements development. There is substantive
policy framework consistent with community participation but there is need
to strengthen the implementation strategy. The establishment of the East
African Resource Centre will help in responding to some of the challenges
through net-working and experience sharing at the sub-regional level. 1997.

Country Profile on Community Based Human Settlements
Development in Tanzania
This points out that while there is no real shortage
of housing in the rural areas as people build their own houses using locally
available materials such as mud, poles and thatch, the quality of housing
is poor and most structures are temporary. They also lack adequate
ventilation and flooring. In the urban areas, the shortage of housing
has led to extensive growth of informal settlements. About 75% of
the urban population live in unplanned settlements which are over crowded
and lack services such as clean drinking water, sewerage and access roads.
In addition, building bylaws are frequently flouted, even in the planned
areas where most housing is constructed without reference to planning authorities,
resulting in sub-standard structures. Only 35% of all houses in the
urban areas are built in compliance with existing building regulations.
The report gives an overview of the socio-economic constraints and makes
general recommendation for resolving the issues. 1998. 21pp.
Country Profile Report on Community Based Human Settlements
Development in Uganda
This presents the social economic situation of human
settlements development in Uganda. It is based on literature reviews,
interviews and discussions with stakeholders (government officials, NGOs,
CBOs and researchers. The Government of Uganda adopted an enabling
strategy aimed at removing constraints and providing a conducive environment
for low income communities, NGOs and the private sector to operate in partnership
with government in the development of human settlements. The report justifies
the need for setting up a regional resource centre as an important step
in sharing knowledge, skills and experiences. The East African Cooperation,
set up in 1996, provides an institutional base for co-operation among the
three partner countries, Kenya, Tanzania and Uganda. 1997. 23pp.
Developing a National Institutional Framework and Capacity
Building B Tanzania
This describes the existing institutional framework for
partnership in Tanzania. It was written as a result of national workshops
which brought together key stakeholders in participatory human settlements
development. Some key actors were accorded an opportunity to make presentations
during these National workshops giving a brief account of the roles of
their institutions in facilitating participatory processes in the development
of human settlements. The report recommends the formation of an institutional
set-up in Tanzania that will coordinate human settlements development and
people's participation in community development. Specific analysis
is made on strengths and weaknesses of the existing structures. Best
practices in community development were identified, notably the Tabata
Community Infrastructure Programme, based in Dar-es-Salaam. 1998.

Development Institutions and Strengthening Capacity
at National Level B Kenya
This report describes management systems that exist and
the partnership relations among national organisations in Kenya.
Through random sampling, various key organisations involved in human settlements
in Kenya were interviewed using a questionnaire. Informal discussions
were also held with some of the key players. Information was also collected
from the first workshop. It highlights the importance of practical
national management structures, their strengths and weaknesses. The information
helps highlight community development implementation structures that are
in place and necessary for strengthening national structures for partnerships
with the EACDP. 1998. 21pp.
National Institutional Development and Capacity Building
- Uganda
National workshops to sensitise key actors in human settlements
development on the East African Community Development Programme (EACDP)
were held in Uganda as the first phase towards implementing the newly formulated
East African Community Development Programme (EACDP) at country
level. This report helps to elaborate the concepts, principles and
participatory methodology involved in the implementation of Community Development
projects in Uganda including proposals for the establishment of national
fora and their secretariats. The report gives details on the formation
of the national network structures, strategies, outputs and activities
for the promotion of the Habitat Agenda through the EACDP. It recommends
establishing a secretariat within the Ministry responsible for Community

Towards EACDP: Proceedings of Sub-Regional Workshops
Sub-regional meetings, attended by key human settlements
development actors from the partner countries, were held in Jinja (Uganda),
Arusha (Tanzania), and Naivasha (Kenya) where the country profiles were
discussed and consensus reached on the areas of cooperation. These
workshops culminated in the formulation of the East African Community Development
Programme. This report is a record of proceedings of these workshops.
The report will help the reader to follow and appreciate the participatory
process adopted in the formulation of EACDP. It is useful to community

Facilitating Community Participation; A Training Needs
Assessment for Municipal Staff
This report is both a training needs assessment and capacity
analysis carried out in three municipalities and selected training institutions
in Kenya. The assessment is of the training needs of professional
and sub-professional staff from Mombassa, Embu and Thika. The capacity
analysis was of GTI in Mombassa, Embu and the Kenya Institute of Management.
The underlying concern of this study was to enable staff of these councils
to implement community participation and community management in human
settlement projects, working alongside NGOs and other development agencies.
Analysis at Mombassa, Embu and the Kenya Institute of Management was to
determine the capacity of these establishments to provide training programmes.

Community Management Strategy
The strategy used by CMP in Uganda was, as with the overall
CMP methodology, based upon a three pronged approach: enablement, animation
and management. The first part, enablement, was aimed at creating and/or
strengthening an environment for participation of community members in
the decision making necessary for their own development, and taking control
of their own destinies. That environment ranges from the highest level
of policy and legislation of the government, from central to district,
to the rules, regulations, and practices of ministries, departments, local
governments and non-governmental organizations. The second part,
animation, consists of the sets of interventions traditionally called "community
development," modified to be applicable to urban as well as the traditional
rural applications. Here the effort is aimed at individuals and organisations
that seek to strengthen communities, mobilising for self help activities,
advocacy, pressure groups and community groups, where the communities are
encouraged to unify, determine their own priorities, and act so as to solve
their own identified problems. The third prong, management, takes
management training (as used in corporations and union organising)
and adapts it to community empowerment, combining it with the community
development process. Management training includes but goes far beyond the
transfer of skills to the trainees, but also is a method for organising
effective action groups where there were none before, and strengthening
(capacity building) already organised groups. 1998. 19pp
Community Perspective in Land Management; The CMP Experience
in Uganda
Bringing together specialists in Ugandan land problems
per se with community development workers, CMP compiled a series of land
priority problems, and a set of recommendations to address those problems.
It lists priority land issues in order of concern, suggests recommendations
to government and community workers. 1. There is a lack of
information about land tenure laws and practices, maps and transaction
records. Community workers should (a) be familiar with land issues,
then (b) inform community members during mobilisation exercises about land
tenure. 2. A lack of instruments for effective land use practices:
eg over-centralisation; lack of money and skilled manpower, thus no land
security, so community groups are discouraged from building human settlements
facilities (eg clinics, latrines, schools, water supplies).
Community agencies and the ministry are encouraged to train local authorities
in land use practices. 3. Inconsistency and confusion about
land tenure because of multiple land tenure systems result in a lack of
security of tenure (ownership, occupancy, usage, not merely the laws).
Although parliament grapples with land issues, there remain disagreement
and lack of consensus. Community workers are encouraged to develop
innovative mobilising and training practices around the existing system.
4. Many laws are not enforced. Community workers are encouraged
to become familiar with existing land laws and rules and bring them to
the attention of community members and authorities. 5 Most available
land in Uganda is remote, rural, and without access (no roads) or
other infrastructure. There is a high cost of land in developed areas
having access, especially in urban areas. Community workers can:
(a) encourage land owners to donate and transfer parcels of land to community
groups to build facilities, and (b) engage in community work encouraging
community groups to purchase parcels of land for communal facilities.
6. Social and cultural roadblocks hinder some categories of citizens.
In spite of gender equality laws, existing attitudes and practices (inheritance
practices, property rights) work such that women cannot buy or own
land. Government is encouraged to engage in gender affirmative action in
sectors related to land and community development. Community workers
are encouraged to inform, train, and mobilise more women, and to sensitise
men about women's issues. 1996. 10pp
Guidelines for Preparing a Community Development Policy
Paper
The strengthening of low income communities, organising
and mobilising them to identify and make efficient use of their own resources,
to help them to help themselves fight poverty, on a national level, requires
an enabling environment. That environment includes the laws and regulations
of the Government, and a transparent, publicly approved, policy, under
which programmes, guidelines, and civil service actions and interventions
can be undertaken in a consistent and equitable manner. This paper
provides guidelines for producing a policy paper, which should be participatory,
the content of that paper, which should clarify, define, explain and encodify
a country’s policy, and then the use, eg for advocacy, to which a policy
paper can be put after it is promulgated by parliament. 1998. 4pp
Guidelines for Preparing a Work Plan
This document provides recommendations and guiding principles
for writing three-month or six-month work plans. It is primarily
aimed at community development mobilizers and coordinators, but can be
used by planners and managers in most sectors at all levels. A work
plan identifies the problems to be solved, and ways to solve them.
It is an argument that shows how inputs (eg resources) will be converted
to outputs (the solutions to identified problems). While the argument
is put in the text of the work plan, the details that support that argument
are put in appendices of the work plan. 1998. 8pp

Mubende district: consists of nine villages, with a total population of
6,000 people in about 1,000 households. The parish lacks clean and
safe water. There is a private health clinic, 3 primary schools,
a secondary school; a CBO with few members. Only 44.6% are employed
in productive activities: 40% are self employed, 2.9% are public servants
while 1.2% are in private sector. In the informal sector the majority
are in subsistence farming. The majority of households are low income.

Report of the Base Line Survey of Namigavu Community
Kikandwa Sub-County, Mityana County Mubende District
Namigavu Parish, Kikandwa sub county, Mityana County,
Mubende district: consists of eleven villages. The parish has a population
of 4,000 people in about 1,000 households. The parish lacks clean
and safe water. There is one private health clinic, three primary
schools and three nursery schools with long distances children have to
walk. Very few people (8%) belong to any community based organisation
(CBOs) and the majority are in subsistence farming. 1993 50pp
Report on the Baseline Survey, Wampewo Community, Nangabo
Sub-County, Kyaddondo County, Mpigi
Wampewo Parish. Nangabo sub county, Kyaddondo County,
Mpigi District: consists of ten villages with a population of 6,000 people
in about 1,200 households, about 15 km from the centre of Kampala.
The parish lacks sufficient water sources. There are 9 nursery schools,
6 primary schools, a secondary and a vocational training school, a health
centre, dispensary, maternity home and 5 private clinics. Many Mpigi
residents are employed in Kampala, although unemployment is high, especially
among the youth. The majority of people are engaged in subsistence

District
Maziba Parish, Mpigi sub county, Mawokota County, Mpigi
District: consists of eleven villages. The parish has a population
of 4,500 in about 1,000 households. There are two nursery schools
and five primary schools and no health facilities. Few CBOs exist
in the parish. The majority of the residents are engaged in subsistence
farming (informal self-employment). 1993 61pp
Report on the Baseline Survey in Kiwatule Parish
Kiwatule Parish, Nakawa Division, Kampala, is a semi-urban
parish in the expanding part of Kampala's development. It has four
villages, Sebbowa, Central, Kazinga and Balintuma. Population is
2,508. It has one primary school and two private dispensaries.
Its main activities are peasant agriculture and petty trade.
Report on the Baseline Survey in Nakawa Parish
Nakawa Parish, Nakawa Division, Kampala, with a population
of 5,287, has two parts: a slum area and a dilapidated city council housing
estate. Poverty, food insecurity, and lack of community facilities
prevail. There is a primary school and 4 private dispensaries.
Residents are mainly petty traders.
Training for Strength; A Community Management Training
Methodology
Of the three prongs of the CMP strategy, enablement,
animation, and management training, this document focuses on the management
training. It explains the purpose and content of management training for
communities and community groups, aimed at empowering communities to engage
in their own, self-directed development. The community should not
simply be given resources; that creates dependency upon outside donations.
It should be given encouragement and advice how to obtain resources, including
management training aimed at strengthening their ability to take decisions,
identify resources, and meet community objectives. The training process
itself is used to create new structures to take action; where organizations
already exist, to re-organise and strengthen them to be more effective.
Management training as a methodology was first developed in order to strengthen
profit making corporations because it is seen as having an effect that
goes beyond mere skill acquisition by individuals. So too communities
can become more effective, and therefore more strong (empowered), by the
collective effects of management training. 1995 43pp.

Proposal Guidelines
Guidelines for writing proposals. A proposal is
a request for funding; the format recommended here is based on a project
design: identifying the priority problem, and defining its solution as
the project goal; refining goals to more specific objectives (SMART = specific,
measurable, realistic and time-bound), identifying available and potential
resources and constraints, generating several strategies and choosing the
most viable; additional details such as budgets, organisational details
and identifying who does what and when. 1994 11pp

Income Generation by Micro Enterprise Support
The basis of this scheme lies in the existence and long
tradition of credit rotation groups, where small groups of persons donate
small amounts of money on a regular basis and allocate the resulting amount
to a selected member each time. Instead of being distributed each
month to a participant, the collected money is integrated with commercial
banking through a pyramid of small trust groups and an umbrella group.
CMP consults with women's groups, provides financial and management training
to recipients, who in turn form trust groups. Each member of a trust
group works to produce some product for sale, or similar income generating
activity, rather than as a member of a co-operative, but the group as a
whole contributes inputs of a communal interest. As each member contributes
small amounts of money each period, the trust group forwards the collected
money to through umbrella group. That money is then deposited in
a nearby participating commercial bank. The bank, after signing a
memorandum of understanding with the Ministry, has some money deposited
in it from the CMP (using its IG budget) as capital. The groups are
required to obtain loans through the regular bank channels and procedures
(after encouragement, mobilization and training from CMP), and the bank
uses the capital deposited by CMP to make loans to the umbrella group.
When an umbrella group demonstrates its credit worthiness to the bank,
then it can get access to normal capital from the same bank (ie: not from
the original CMP deposit), thus opening a channel for Sustainability, and
freeing up the CMP capital for use by further target groups. 1996

Gender and Women:
Gender Perspective in Community Management
Paper prepared for the gender sensitisation element of
introductory CMP workshops, by Catalina Trujillo. We cannot speak
of the situation, roles and needs of women in human settlements development
in isolation from the situation, roles and needs of men. We live
and work together and therefore we are accountable to one another, in our
families, communities, work environment, nation, world. But there
are constraints and potentials involved in striving to live and work together,
and we cannot be blind to them. Think globally; act locally.
We must focus on the strategies which should be implemented in order to
assure equal participation of women and men in human settlements development.

Empowerment and Community Management; the Uganda Example
Examines the concept of "Em/Power-ment" (from "power"
an ability to influence or control), and its application to the Community
Management Programme (CMP) implemented in Uganda. "Em/Power-ment"
is a process of instilling an ability to influence and/or control, in the
context of development and human rights, directed towards groups or categories
of people who have been identified as lacking power and access to wealth
and influence. The power that is to be instilled in them is often
considered to be the power to control or influence their own futures, their
own development. The paradox is that it takes power on our part to
instil power in the target communities. That can not be seen as a
"bottom-up" process, although our aim is to promote "bottom-up"

Measuring Progress; Evaluating the Strengthening of
Communities
Our goal is stated; we want to strengthen communities.
We feel that we have a methodology to do so, but how can we know when we
have succeeded, or to what extent? We use these three concepts, 1. empowering,
2. strengthening, 3. capacity building Unfortunately, we do not have a
little electronic meter that, when it moves from 62 to 78, we can say that
strength has been increased by 16 points. What can we do? We can analyse
the concept of "strength," "power" or "capacity," as applied to communities,
look at its various components, and see if, from them, we can identify
a set of observations that will indicate to us that some empowerment or
increase in capacity has taken place. The paper lists sixteen elements
of a community that may change as the community gets stronger, and shows
how they can be used to measure the degree of empowerment. altruism, common
values, communal services, communications, confidence, context, information,
intervention, leadership, networking, organisation, political power, skills,
trust, unity, and wealth. Participatory methods, involving the target community
groups (supplemented by specific alternate sources of information for each
element), is recommended for recording and measuring these sixteen elements.

Writing Reports; A Guide for Community Mobilizers
This paper asks the question about "Why?" should reports
be written, to "Whom?" do they go, and "What?" should be included, then
goes on to discuss the "How?" they can be written well, so that they would
be useful and influential. It is directed towards community development
field workers, social animators, facilitators of self help, community management
trainers, capacity strengthening trainers and other mobilizers working
to encourage and train low income communities to solve their own problems,
to identify their own resources, and to plan their own development.
While it is directed towards the field workers or mobilizers, it also discusses
how a CBO (Community Based Organization) whose capacity is being strengthened,
can write community self help project progress reports. Field workers
can use these notes, therefore, not only to write their own reports, but
also to train CBOs how to write community progress reports. 1995.
